Mr. Daniel Kiptoo Bargoria, the Director General of the Energy and Petroleum Regulatory Authority (EPRA) of Kenya, assumed the role of Chairperson – IRB, at the 10th IRB Board Meeting held from 3rd to 4th December, 2025, at the Mount Meru Hotel in Arusha - Tanzania.
Mr. Bargoria takes on this strategic role from Eng. Ziria Tibalwa Waako, the Chief Executive Officer of the Electricity Regulatory Authority (ERA) of Uganda, who has served as Chairperson of the IRB since the year 2023.

About Mr. Daniel Kiptoo Bargoria
Mr. Bargoria is the Director General of the Energy and Petroleum Regulatory Authority of Kenya, a role he has held since December 2020. EPRA is mandated with the technical and economic regulation of Kenya’s Electricity and Petroleum sectors. His key responsibility entails overseeing regulation of the entire value chain for both Electricity and Petroleum (upstream, midstream, and downstream).
A Harvard Senior Executive Fellow (SEF), Mr. Bargoria is currently undertaking a PhD at the University of Dundee’s prestigious Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), further deepening his specialization. His extensive academic background includes UK master's degrees: an LLM in Petroleum Law and Policy (University of Dundee) and an MBA in Energy and Sustainability (University of Cumbria). He holds his foundational legal credentials—an LLB from the University of Nairobi and a Post Graduate Diploma from the Kenya School of Law.
Mr. Bargoria is a Member of the Law Society of Kenya and a Certified Secretary (CS). He is also a global affiliate as a Member of the Association of International Energy Negotiators (AIEN). In recognition of his Outstanding service to the country, he was awarded the Order of the Grand Warrior (OGW) by the President of the Republic of Kenya.
Remarks by Mr. Daniel Kiptoo Bargoria
The Incoming Chairperson of the IRB, Mr. Daniel Kiptoo Bargoria, thanked the IRB Board for the opportunity accorded to him to serve as Chairperson for the period 2025 to 2027; and for the confidence in Kenya as a nation to add its building blocks to the IRB. He conveyed sincere appreciation to Eng. Ziria Tibalwa Waako for her leadership over the past two years. He noted that significant milestones had been achieved during her tenure, as reflected in the performance report presented earlier.
He expressed delight to be taking on the mantle of Chairperson, IRB at a time when the Secretariat is extending its network of Development Partners; as this presents more opportunities for the IRB to grow and Impact the Eastern Africa region.
Mr. Bargoria re-echoed the urgency for the Eastern Africa Electricity market to commence trading and committed to steering the Board toward achieving this objective. He urged members to timely remit their annual subscription fees to ensure the financial sustainability of the IRB. Mr. Bargoria committed to working with all stakeholders to get the IRB to its next phase of development.
