Following the decision of the Independent Regulatory Board (IRB) and the ratification by the Eastern Africa Power Pool (EAPP) Council of Ministers (COM) at the 16th COM meeting, the seat of the IRB Secretariat is to be in Kampala, the Republic of Uganda. This has been approved by the Cabinet of Uganda at its sitting on 8th May 2023 at State House, Entebbe.
Formerly co-located at the EAPP, the hosting of the headquarters of the IRB in Kampala, gives it autonomy to monitor and surveillance the future EAPP power trade.
It has been granted diplomatic status with tax exemptions to the institution and its employees. The next steps will be to register the IRB Secretariat in the host country, secure work permits for IRB Staff, and physically relocate IRB offices and staff to the host country.
