CPA Jane Samba Mwawasi is the Director of Economic Regulation and Team Lead/Coordinator at the IRB. In her current role, she coordinates the development of the regulatory frameworks essential for the integration of the regional power market. Central to her leadership is overseeing the execution of the IRB’s Ten-Year Strategic Plan and Three-Year Action Plan, ensuring the region’s energy goals are met with precision and foresight. CPA Mwawasi’s key strategic pillars are: Spearheading the "Market Go-Live" for the EAPP through regulation to enhance cross-border power trade; Developing cost-reflective tariffs that encourage infrastructure investment while protecting consumers; and Leading the creation of the IRB’s internal policies, ethical codes, and administrative structures. She is an illustrious Economic Regulatory Practitioner and Finance Specialist with over two decades of experience leading financial strategy and regulatory oversight for public and private institutions. Her career is defined by a deep specialization in the financial analysis of utilities, the development of electricity tariff structures, and the implementation of retail price capping for petroleum products. During her tenure at the Energy and Petroleum Regulatory Authority (EPRA), CPA Mwawasi played a pivotal role in enhancing economic compliance and designing sustainable pricing policies that masterfully balance investor interests with consumer protection. A Certified Public Accountant (CPA-K) with an MSc in Finance from the University of Nairobi, CPA Mwawasi also holds a specialized certification in Climate and Renewable Energy Finance from the Frankfurt School of Finance and Management. This academic rigor, combined with her proven track record in resource mobilization from the World Bank, GET. Transform, and other international development partners, empowers her to lead the IRB Secretariat through the complexities of the global energy transition.
