Mr. Ephrem Tesfaye BELAYNEH is the Director of Economic Regulation at the IRB Secretariat, where he leads and coordinates key organizational functions. His responsibilities include overseeing the implementation of IRB’s Ten-Year Strategic Plan and Three-Year Action Plan and spearheading economic regulatory matters. These encompass reviewing and refining market rules, transmission and wheeling tariff methodologies, regulating electricity markets, and facilitating regional infrastructure investments in the Eastern Africa region. Additionally, he coordinates the Secretariat’s technical and administrative activities, ensuring operational efficiency and strategic coherence.

He has over 20 years of experience in the Energy/Electricity sector, out of which 10 years are in Electricity Regulation. His recent achievements include the development of the recently completed Strategic Plan, Action Plan, and associated documents, ensuring their successful completion alongside associated regulatory frameworks. He was instrumental in fully operationalizing IRB as an independent institution, a milestone that included securing critical funding and resources.

Mr. Ephrem's educational credentials are diverse. He holds a Bachelor of Arts degree in Economics, a Bachelor of Science Degree in Information Systems, and a Master of Arts Degree in Development Studies (highest honors), all from Addis Ababa University. Furthermore, he is a certified Energy Utility Regulator from the Florence School of Regulation (FSR), Italy, and has completed advanced training in physical and financial electricity markets at the Nord Pool Academy, Norway.
