Abdullahi's deep cultural understanding of the diverse communities in the Horn and East Africa region stems from his extensive work experience in the area. In his current role as the Director General of the National Electricity Authority of Somalia, Abdullahi leads the country's electricity regulation and development. He is instrumental in driving initiatives for solar standardization and improving the national electricity infrastructure. Previously, Abdullahi served as the Projects Coordinator for the UN Economic Commission for Africa (UNECA), where he coordinated projects between the Federal Republic of Somalia and UNECA, including Somalia's accession process to the World Trade Organization (WTO), public-private partnership policies, and the development of the African Continental Free Trade Agreement (AfCFTA) national strategy.

Abdullahi's professional journey also includes roles such as Senior Adviser to the Minister of Commerce & Industry in the Federal Republic of Somalia, where he advised on trade issues, regional integration, policy reforms, and partnership development. He has also managed projects related to energy, farming, and finance at Garaad Farms LTD in Mogadishu, Somalia. Abdullahi's expertise extends to the banking sector, where he has advised on financial policies and strategy planning for Bank WAQAF International in Kuala Lumpur, Malaysia.

Abdullahi holds a master’s degree in business administration from the International University of Africa (IUA) in Khartoum, Sudan, and a bachelor’s degree in management, Economics, and Political Science from the same institution. He is fluent in Somali, Arabic, and English

 

 

Dr. James Andilile has extensive experience in the Financial and Energy sectors, with over 20 years of experience in various roles. These include Commercial Banking Services, Audit and Assurance Services, Central Banking, Energy and Water Sectors Regulation, National Oil Company, Petroleum Upstream Regulation, Mid-stream and Downstream Petroleum, Energy Policy development and oversight. He is a certified public accountant (CPA) and has completed MBA in Finance. Furthermore, he has a PhD in finance, with a focus on the Impact of Reforms on Energy Sector Performance in Tanzania.

  1. Wheeling Tariffs: Approve formulae for calculating the EAPP Regional transmission and wheeling tariffs in the approved methodology or methodologies.
  2. Energy Market Rules: Approve energy market rules and future changes to the rules.
  3. Regional Trade Monitoring and Surveillance: Monitor and report on cross-border trade; identify anti-competitive behavior.
  4. Facilitation of Regional Infrastructure Investments: Examples of actions to be taken would be providing standardized Power Purchase Agreements and developing formulae for sharing and guaranteeing returns on transmission investment.

  1. Access to the Regional Network: Issue regulations governing access to and use of networks, enforce regulations on non-discriminatory third-party access
  2. Technical Regulation, Including Safety: Regulate technical and safety standards for the regional grid based on the EAPP interconnection Code to facilitate energy trade including ancillary services.

 

Mr. Ephrem Tesfaye BELAYNEH is the Director of Economic Regulation at the IRB Secretariat, where he leads and coordinates key organizational functions. His responsibilities include overseeing the implementation of IRB’s Ten-Year Strategic Plan and Three-Year Action Plan and spearheading economic regulatory matters. These encompass reviewing and refining market rules, transmission and wheeling tariff methodologies, regulating electricity markets, and facilitating regional infrastructure investments in the Eastern Africa region. Additionally, he coordinates the Secretariat’s technical and administrative activities, ensuring operational efficiency and strategic coherence.

He has over 20 years of experience in the Energy/Electricity sector, out of which 10 years are in Electricity Regulation. His recent achievements include the development of the recently completed Strategic Plan, Action Plan, and associated documents, ensuring their successful completion alongside associated regulatory frameworks. He was instrumental in fully operationalizing IRB as an independent institution, a milestone that included securing critical funding and resources.

Mr. Ephrem's educational credentials are diverse. He holds a Bachelor of Arts degree in Economics, a Bachelor of Science Degree in Information Systems, and a Master of Arts Degree in Development Studies (highest honors), all from Addis Ababa University. Furthermore, he is a certified Energy Utility Regulator from the Florence School of Regulation (FSR), Italy, and has completed advanced training in physical and financial electricity markets at the Nord Pool Academy, Norway.
