Prof. Dr. Ir. Ngalula Sandrine MUBENGA, PhD, PE, SMIEEE is the Chief Executive Officer of the Electricity Regulatory Authority (ARE) in the Democratic Republic of Congo (DRC).

She earned her bachelor’s degree in Electrical Engineering in 2005, her master’s degree in Electrical Engineering in 2008, and her doctorate in Electrical Engineering in 2017, all from the University of Toledo, USA where she is also a professor in the College of Engineering. Her research areas include electric vehicles, battery management systems, and renewable energy systems.

As a Power Engineer, her experience in the industry includes distribution planning, energy management, distributed generation, and regulation. Since 2011, she is a registered Professional Engineer in the state of Ohio, USA.

From 2011 to 2020, she was the Founder and President of SMIN Power Group, a solar developer with offices in the DRC and the USA.  From 2017 to 2020, she served as Board Member at the National Society of Electricity ( SNEL) in DRC. She is a Senior Member of the Institute of Electrical and Electronics Engineers.

ENG. Ziria Tibalwa Waako is the Chief Executive Officer (CEO) of the Electricity Regulatory Authority (ERA), a position she assumed on 23rd March 2017. Her position involves providing strategic direction to the ERA Secretariat to ensure that the organization effectively delivers on its mandate efficiently.

She possesses over 30 years of work experience in and vast knowledge of Uganda’s Electricity sub-Sector, 15 of which have been at Senior Management Level. She holds a MSc. and BSc. Electrical Engineering, both from Makerere University, and a Master of Business Administration in Leadership from Walden University, USA.

Eng. Waako is a Registered Engineer with the Uganda Institute of Professional Engineers and the National Engineers Registration Board; as well as a Member of the Institute of Electrical and Electronics Engineers (IEEE) of New York, United States of America. She was awarded the Excellent Performance Engineers Award by the National Engineers Registration Board at its 50th Anniversary celebrations in 2019. During Eng. Waako’s tenure as Chief Executive, ERA has had various National and International Recognitions and Awards.

In the Regional arena, Eng. Waako is the Chairperson of the Independent Regulatory Board (IRB) of the Eastern African Power Pool (EAPP). She is also the Vice Chairperson of the Executive Council of the Energy Regulators Association of East Africa (EREA).

Mr. Daniel Kiptoo was appointed as the EPRA Acting Director General on 14th December 2020 and subsequently confirmed as Director General of the Authority on 1st July 2021. Prior to his appointment, he was the Legal Advisor in the State Department of Petroleum and the Chairman of the Government’s First Oil Committee charged with the delivery of the First Oil for Kenya. The committee brought together technical officers from different Government Ministries and agencies. Mr. Kiptoo is a qualified lawyer with experience in the Energy and Petroleum sectors with a specific focus on policy formulation, regulation, and project & structured financing. He is one of the drafters of the Energy Act (2019) and Petroleum Act (2019).

He is a Certified Public Secretary in Kenya (CPS), a Chartered Secretary of the Institute of Chartered Secretaries and Administrators UK (ICSA), and a member of the Association of International Petroleum Negotiators (AIPN). He holds a master’s degree in Petroleum Law and Policy from the University of Dundee. Prior to his role as Legal Advisor in the State Department of Petroleum, he worked with the Energy and Petroleum Regulatory Authority (EPRA) as a Technical Officer and in the private sector with an Africa-centric Oil & Gas risk consultancy as the Oil & Gas and Legal Affairs Director.

Dr. Omran is an Engineer with over 30 years of experience in the Egyptian energy sector. Throughout his professional career, he has held several senior positions within the Egyptian electricity sector. Dr. Omran has held the post of Executive Chairman of the Egyptian Electricity Regulatory Agency since 2021.

He participated in the preparation of power sector policies, regulations, new electricity laws, sector reforms, privatization plans, the establishment of the regulator, the promotion of renewable energy, and international cooperation. His wide responsibilities include supervising Power System Expansion Plans including the required adjustments, investments for the project's implementation, coordination with international financing institutions, cooperation with other countries, etc.

Dr. Omran supervised the project "Improving Energy Efficiency of Lighting and Household Electrical Appliances"- funded by UNDP as a MOERE representative. Currently, he is also a member of the technical committee of the African Renewable Energy Initiative (AREI) and a focal point for Egypt and North Africa.

In addition to his post as Executive Chairman of the Egyptian Electricity Regulatory Agency, he also held the following positions:

Minister’s Advisor, First Undersecretary for Research and Planning Authorities, Chairperson of the Rural Electricity Authority, Chairperson of the new Renewable Energy Authority and was involved in following up International Cooperations. He was also a board member of the Egyptian Electricity Holding Company (EEHC) and the North Cairo Electricity Distribution Company.
