Mr. HAKIZIMANA Gabriel

Mr. HAKIZIMANA Gabriel, General Director of the Regulatory Authority for Water and Energy Sectors (AREEN), is married and a father of four children, including one daughter and three sons. He holds a Master's degree in Economics from the Catholic University of Louvain (Belgium) obtained in January 1999.

He began his career as a teacher of Economics and Management Sciences in the French Community of Belgium until 2005. Upon returning to his country, he served as the Head of the Remuneration Department at the Burundi Senate. In April 2010, during the establishment of the Burundi Revenue Authority, he was recruited as the Director of Risk Management, a position he held until 2012 when he was appointed by the General Commissioner of the OBR as the Director in charge of coordinating the Regional Offices for internal taxes and customs. In May 2015, he was appointed as the Administrative and Financial Director at the National Social Security Institute (INSS), a position he held until April 2022. That same year, he was appointed as the General Director of Administration and Finance at the Ministry of Finance, Budget, and Economic Planning until 2024. It was in August 2024 that he was appointed as the General Director of AREEN.

From 2015 to 2022, Mr. Gabriel HAKIZIMANA was a member of the board of directors of the National Bank for Economic Development (BNDE). He was also a member of Financial and Administration Committee of EAC between September 2021 and march 2024.

He taught Entrepreneurship courses and corporate finance at the Hope of Africa University.
