Dr. Omran is an Engineer with over 30 years of experience in the Egyptian energy sector. Throughout his professional career, he has held several senior positions within the Egyptian electricity sector. Dr. Omran has held the post of Executive Chairman of the Egyptian Electricity Regulatory Agency since 2021.

He participated in the preparation of power sector policies, regulations, new electricity laws, sector reforms, privatization plans, the establishment of the regulator, the promotion of renewable energy, and international cooperation. His wide responsibilities include supervising Power System Expansion Plans including the required adjustments, investments for the project's implementation, coordination with international financing institutions, cooperation with other countries, etc.

Dr. Omran supervised the project "Improving Energy Efficiency of Lighting and Household Electrical Appliances"- funded by UNDP as a MOERE representative. Currently, he is also a member of the technical committee of the African Renewable Energy Initiative (AREI) and a focal point for Egypt and North Africa.

In addition to his post as Executive Chairman of the Egyptian Electricity Regulatory Agency, he also held the following positions:

Minister’s Advisor, First Undersecretary for Research and Planning Authorities, Chairperson of the Rural Electricity Authority, Chairperson of the new Renewable Energy Authority and was involved in following up International Cooperations. He was also a board member of the Egyptian Electricity Holding Company (EEHC) and the North Cairo Electricity Distribution Company.
